Dubai's AI services market in 2026 is crowded and uneven: genuine builders, rebranded web agencies, and pitch decks with no production systems behind them. Here's a criteria list we'd apply to anyone — including ourselves.
Seven criteria that matter
- Production proof — ask to see an agent running live, today, on a real business. A demo built for the meeting doesn't count; a system with months of message history does.
- Published pricing — vendors who publish ranges have nothing to hide about margins. 'It depends, let's have a call' for even a ballpark is a negotiation tactic, not a necessity.
- A scoping step before the build — serious builders audit first and quote fixed after. Anyone quoting a full system from a first call is guessing with your money.
- Escalation design — ask 'what happens when the agent doesn't know?'. A precise answer (specific behaviour, specific channel, tested before launch) separates builders from resellers.
- You own everything — WhatsApp numbers, API accounts, and integrations should sit under your business. Vendor lock-in via owned accounts is the most common trap in this market.
- Data-rule literacy — they should raise UAE PDPL and data minimisation before you do, and document data flows as a deliverable.
- A maintenance answer — agents degrade without tuning. If the proposal ends at launch, so will the agent's usefulness.

- Promises to 'replace your staff' or guarantee revenue figures
- No live system they can show you — only videos and decks
- Pressure to sign for a multi-agent system before any single workflow is proven
- Unofficial WhatsApp automation (risking your number) presented as a feature
- Monthly fees with no defined tuning, reporting, or coverage-growth commitment
